Why are moving violations charged against the driver yet parking violations charged against the vehicle?

A moving violation is any violation of the law committed by the driver of a vehicle while the vehicle is in motion. The term "in motion" distinguishes a moving violation from a parking violation. While a parking violation is charged against a vehicle (which will be towed if violations are unpaid or are frequent), moving violations are charged against the person driving. A moving violation is usually classified as an infraction or misdemeanor, but a serious violation can be considered a felony.
In most places, moving violations involve fines that must be paid as well as punitive points assessed to the license of the driver. As a driver accumulates points, he or she may be required to attend defensive driving lessons, re-take his or her driving test or even surrender his or her license.
